Concerningly, this emerging approach by the Chinese party-state to influence international discourse on China, including obfuscating its record of human rights violations, is largely flying under the radar of US social media platforms and western policymakers.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In the broader context of attempts by the Chinese Communist Party (CCP) to censor speech, promote disinformation and seed the internet with its preferred narratives, we focus on a small but increasingly popular set of YouTube accounts that feature mainly female China-based ethnic-minority influencers from the troubled frontier regions of Xinjiang, Tibet and Inner Mongolia, hereafter referred to as \u2018frontier influencers\u2019 or \u2018frontier accounts\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Despite being blocked in China, YouTube is seen by the CCP as a key battlefield in its ideological contestation with the outside world, and YouTube\u2019s use in foreign-facing propaganda efforts has intensified in recent years. Originally deployed on domestic video-sharing platforms to meet an internal propaganda need, frontier-influencer content has since been redirected towards global audiences on YouTube as part of the CCP\u2019s evolving efforts to counter criticisms of China\u2019s human rights problems and burnish the country\u2019s image.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-src=\"https:\/\/ad-aspi.s3.ap-southeast-2.amazonaws.com\/2022-10\/Frontier%20influencers_Figure6.png?VersionId=ltC4sU5eb6BMk9h_31YHmb3ajpIAUlE8\" alt=\"\" src=\"data:image\/svg+xml;base64,PHN2ZyB3aWR0aD0iMSIgaGVpZ2h0PSIxIiB4bWxucz0iaHR0cDovL3d3dy53My5vcmcvMjAwMC9zdmciPjwvc3ZnPg==\" class=\"lazyload\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\">Alongside party-state media and foreign vloggers, these carefully vetted domestic vloggers are increasingly seen as another key part of Beijing\u2019s external propaganda arsenal. Their use of a more personal style of communication and softer presentation is expected to be more convincing than traditional party-state media content, which is often inclined towards the more rigid and didactic. For the CCP, frontier influencers represent, in the words of one Chinese propaganda expert, \u2018guerrillas or militia\u2019 fighting on the flanks in \u2018the international arena of public opinion\u2019, while party-state media or the \u2018regular army\u2019 \u2018charge, kill and advance on the frontlines\u2019.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><\/p>\n\n\n\n<figure class=\"wp-block-image size-large\"><img decoding=\"async\" data-src=\"https:\/\/ad-aspi.s3.ap-southeast-2.amazonaws.com\/2022-10\/Frontier%20influencers_Figure3.png?VersionId=U776KJ.LdzCCeHLRpdcFTTVg7KO_a2ya\" alt=\"\" class=\"wp-block-paragraph\">\u8fd9\u4efd\u62a5\u544a\u63a2\u8ba8\u4e86\u4e2d\u56fd\u653f\u515a\u56fd\u5bb6\u7684\u5168\u7403\u5ba3\u4f20\u548c\u865a\u5047\u4fe1\u606f\u80fd\u529b\u662f\u5982\u4f55\u6f14\u8fdb\u548c\u65e5\u76ca\u6210\u719f\u7684\u3002 \u4ee4\u4eba\u62c5\u5fe7\u7684\u662f\uff0c\u4e2d\u56fd\u653f\u515a\u56fd\u5bb6\u5f71\u54cd\u6709\u5173\u4e2d\u56fd\u7684\u56fd\u9645\u8ba8\u8bba\u7684\u65b0\u65b9\u6cd5\uff0c\u5305\u62ec\u6a21\u7cca\u5176\u4fb5\u72af\u4eba\u6743\u8bb0\u5f55\uff0c\u5728\u5f88\u5927\u7a0b\u5ea6\u4e0a\u662f\u5728\u7f8e\u56fd\u793e\u4ea4\u5a92\u4f53\u5e73\u53f0\u548c\u897f\u65b9\u51b3\u7b56\u8005\u7684\u76d1\u89c6\u4e0b\u98de\u884c\u7684\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u5728\u4e2d\u56fd\u5171\u4ea7\u515a\u8bd5\u56fe\u5ba1\u67e5\u8a00\u8bba\u3001\u5ba3\u4f20\u865a\u5047\u4fe1\u606f\u548c\u5229\u7528\u5176\u9996\u9009\u53d9\u4e8b\u64ad\u6492\u4e92\u8054\u7f51\u7684\u66f4\u5e7f\u6cdb\u7684\u80cc\u666f\u4e0b\uff0c\u6211\u4eec\u5173\u6ce8\u7684\u662f\u4e00\u4e9b\u89c4\u6a21\u867d\u5c0f\u4f46\u65e5\u76ca\u6d41\u884c\u7684YouTube\u8d26\u53f7\uff0c\u8fd9\u4e9b\u8d26\u53f7\u4e3b\u8981\u4ee5\u6765\u81ea\u65b0\u7586\u8fb9\u7586\u5730\u533a\u7684\u534e\u88d4\u5973\u6027\u4e3a\u7279\u8272\uff0c \u897f\u85cf\u548c\u5185\u8499\u53e4\uff0c\u4ee5\u4e0b\u7b80\u79f0&#8221;\u8fb9\u7586\u5f71\u54cd\u8005&#8221;\u6216&#8221;\u8fb9\u7586\u8d26\u6237&#8221;\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">YouTube\u867d\u7136\u5728\u4e2d\u56fd\u88ab\u5c01\u9501,\u4f46\u88ab\u4e2d\u5171\u89c6\u4e3a\u4e0e\u5916\u90e8\u610f\u8bc6\u5f62\u6001\u89d2\u9010\u7684\u6838\u5fc3\u6218\u573a,\u6700\u8fd1\u51e0\u5e74YouTube\u5728\u5bf9\u5916\u5ba3\u4f20\u4e0a\u7684\u4f7f\u7528\u6b63\u5728\u52a0\u5f3a\u3002 \u6700\u521d\u90e8\u7f72\u5728\u56fd\u5185\u89c6\u9891\u5171\u4eab\u5e73\u53f0\u4ee5\u6ee1\u8db3\u5185\u90e8\u5ba3\u4f20\u9700\u8981\uff0c\u6b64\u540e\uff0c\u4f5c\u4e3a\u4e2d\u5171\u5bf9\u6297\u5bf9\u4e2d\u56fd\u4eba\u6743\u95ee\u9898\u7684\u6279\u8bc4\u548c\u63d0\u9ad8\u56fd\u5bb6\u5f62\u8c61\u4e0d\u65ad\u52aa\u529b\u7684\u4e00\u90e8\u5206\uff0c\u524d\u6cbf\u5f71\u54cd\u529b\u5185\u5bb9\u5df2\u7ecf\u8f6c\u5411YouTube\u4e0a\u7684\u5168\u7403\u53d7\u4f17\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u9664\u4e86\u515a\u56fd\u5a92\u4f53\u548c\u5916\u56fd\u535a\u5ba2\uff0c\u8fd9\u4e9b\u7ecf\u8fc7\u4ed4\u7ec6\u5ba1\u67e5\u7684\u56fd\u5185\u535a\u5ba2\u8d8a\u6765\u8d8a\u88ab\u89c6\u4e3a\u5317\u4eac\u5bf9\u5916\u5ba3\u4f20\u6b66\u5e93\u7684\u53e6\u4e00\u4e2a\u5173\u952e\u90e8\u5206\u3002 \u4ed6\u4eec\u4f7f\u7528\u66f4\u4e2a\u4eba\u5316\u7684\u6c9f\u901a\u65b9\u5f0f\u548c\u66f4\u67d4\u548c\u7684\u8868\u8fbe\u65b9\u5f0f\uff0c\u9884\u8ba1\u4f1a\u6bd4\u4f20\u7edf\u7684\u515a-\u56fd\u5a92\u4f53\u5185\u5bb9\u66f4\u6709\u8bf4\u670d\u529b\uff0c\u540e\u8005\u5f80\u5f80\u503e\u5411\u4e8e\u66f4\u50f5\u786c\u548c\u66f4\u5177\u6559\u80b2\u610f\u4e49\u7684\u5185\u5bb9\u3002 \u7528\u4e00\u4f4d\u4e2d\u56fd\u5ba3\u4f20\u4e13\u5bb6\u7684\u8bdd\u8bf4\uff0c\u5bf9\u4e2d\u5171\u6765\u8bf4\uff0c\u8fb9\u7586\u52bf\u529b\u4ee3\u8868\u7740&#8221;\u56fd\u9645\u8206\u8bba\u821e\u53f0&#8221;\u4e2d\u7684&#8221;\u6e38\u51fb\u961f\u6216\u6c11\u5175&#8221;\uff0c\u800c\u653f\u515a\u56fd\u5bb6\u5a92\u4f53\u6216&#8221;\u6b63\u89c4\u519b&#8221;\u5219\u4ee3\u8868\u7740&#8221;\u51b2\u950b\u9677\u9635\u3001\u6740\u9635\u3001\u5728\u524d\u7ebf\u524d\u8fdb&#8221;\u3002<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">\u7531HurshidemAblikim\u4e3b\u6f14\u7684\u77ed\u7247\u622a\u56fe(\u9644\u82f1\u6587\u5b57\u5e55)<br>\u8d44\u6599\u6765\u6e90:&#8221;\u4eba\u6743&#8221;\uff0cYouTube\uff0c2020\u5e744\u670823\u65e5\uff0c\u5728\u7ebf\u3002<\/p>\n\n\n\n<p \u4ed6\u4eec\u9690\u85cf\u5728\u5173\u4e8e\u5c0f\u72d7\u548c\u5316\u5986\u7684\u535a\u5ba2\u4e2d\uff0c\u79d8\u5bc6\u5141\u8bb8\u5317\u4eac\u7c89\u9970\u5176\u5371\u5bb3\u4eba\u7c7b\u7684\u7f6a\u884c\u3002 YouTube\u867d\u7136\u5728\u4e2d\u56fd\u88ab\u5c01\u9501,\u4f46\u5df2\u6210\u4e3a\u4e2d\u56fd\u5171\u4ea7\u515a\u91cd\u8981\u7684\u610f\u8bc6\u5f62\u6001\u6218\u573a\u3002 \u4ed6\u4eec\u521b\u9020\u4e86\u4e00\u4e2a\u5168\u65b0\u7684\u5f71\u54cd\u8005\u751f\u6001\u7cfb\u7edf\uff0c\u8fd9\u4e9b\u5f71\u54cd\u8005\u9075\u5faa\u7740\u515a\u7684\u8def\u7ebf\u3002 \u901a\u8fc7\u8fd9\u4e9b\u89c6\u9891\uff0c\u8fd9\u4e9b\u7ef4\u543e\u5c14\u65cf\u5f71\u54cd\u8005\u5c06\u4ed6\u4eec\u7684\u7956\u56fd\u65b0\u7586\u63cf\u7ed8\u6210\u7530\u56ed\u8bd7\u822c\u7684\u7e41\u8363\u666f\u8c61\u3002 \u7136\u800c\uff0c\u8bb8\u591a\u53ef\u4fe1\u7684\u62a5\u544a\u8bb0\u5f55\u4e86\u4e2d\u56fd\u5bf9\u7ef4\u543e\u5c14\u65cf\u4eba\u53e3\u6301\u7eed\u72af\u4e0b\u7684\u7f6a\u884c\u2014\u2014\u4ece\u5f3a\u5978\u3001\u5f3a\u8feb\u7edd\u80b2\u5230\u5974\u5f79\u3002 \u6fb3\u5927\u5229\u4e9a\u6218\u7565\u653f\u7b56\u7814\u7a76\u6240\u7684\u7814\u7a76\u5458Daria Impiombato\u548c\u5979\u7684\u56e2\u961f\u89c2\u770b\u4e86\u5176\u4e2d\u76841700\u591a\u4e2a\u89c6\u9891\u3002 \u5f88\u5feb\uff0c\u4ed6\u4eec\u53d1\u73b0\u4e86\u4e00\u4e2a\u4ee4\u4eba\u62c5\u5fe7\u7684\u7070\u8272\u533a\u57df\uff0c\u8fd9\u4e9b\u5f71\u54cd\u56e0\u7d20\u5728\u5176\u4e2d\u8fd0\u4f5c\u3002 \u901a\u8fc7\u5728&#8221;\u591a\u9891\u9053\u7f51\u7edc&#8221;\u6216MCN\u5de5\u4f5c\uff0c \u8fd9\u4e9b&#8221;\u5f71\u54cd\u529b\u673a\u6784&#8221;\u62e5\u6709\u56fd\u5bb6\u8ba4\u53ef\u7684VPN\u7f51\u7edc\uff0c\u5141\u8bb8\u5b83\u4eec\u7ed5\u8fc7\u65e0\u6240\u4e0d\u80fd\u7684&#8221;\u4e2d\u56fd\u9632\u706b\u5899&#8221;\u3002 \u7136\u800c\uff0c\u8fd9\u4e9b\u673a\u6784\u4e0e\u4e2d\u56fd\u5171\u4ea7\u515a\u6709\u8054\u7cfb\uff0c\u5176\u5185\u5bb9\u5fc5\u987b\u4e25\u683c\u9075\u5b88\u4e2d\u56fd\u6cd5\u5f8b\u3002 class=\"wp-block-paragraph\">Influencers are the new face of Chinese propaganda. Hidden amongst the vlogs about puppies and makeup, they clandestinely allow Beijing to whitewash its crimes against humanity. Despite being blocked in China, YouTube has become a key ideological battleground for the Chinese Communist Party. And they have created a whole new ecosystem of influencers who tow the party line. From looking at these videos, these Uygher influencers portray their homeland of Xinjiang as idyllic and prosperous. However, numerous and credible reports document China\u2019s ongoing crimes against the Uygher population &#8211; from rape, forced sterilization to slave labor. Daria Impiombato, a Researcher at The Australian Strategic Policy Institute, and her team, watched over 1,700 of these videos. Soon enough, they found a worrying grey area in which these influencers operate. Through working for \u2018multi-channel networks\u2019 or MCNs,. These \u201cinfluencer agencies\u201d, with state-approved VPN networks, allow them to circumnavigate the all-powerful \u201cGreat Firewall of China\u201d. However, these agencies are linked to the Chinese Communist Party, and their content must strictly follow Chinese law. Creating a \u2018credible, lovable, and respectable image\u2019 of China\u2019s frontier regions is meant to cultivate a favourable domestic and external environment for the&nbsp;PRC&nbsp;that will, in turn, facilitate the country\u2019s stability, development and global power. The emergence of ethnic-frontier accounts on platforms blocked in China is another sign of Beijing\u2019s willingness to experiment in building its global voice.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The party-state is concerned that opening up access to social media platforms and other interactive channels to regular Chinese people will expose them to the risk that they\u2019ll be influenced by the West\u2019s superior \u2018discourse power\u2019 and undermine the CCP\u2019s political project. Far from encouraging widespread participation of Chinese internet users on foreign platforms, the&nbsp;CCP&nbsp;has continued to restrict them from engaging in dialogue across the firewall, indicating that the party-state doesn\u2019t trust Chinese citizens to \u2018tell China\u2019s story well\u2019 unless they\u2019re led and guided through designated channels.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">Frontier-influencer accounts are increasingly used as an emerging part of Beijing\u2019s growing propaganda arsenal. They\u2019re seen as a resource to be drawn on, but only if they\u2019re harnessed properly. At present, their effectiveness appears to be mostly limited to the global Chinese diaspora.
