Ecuadorean law enforcement officials say they are investigating whether Mr. Pólit and other officials were paid by the Chinese to overlook the problems. It was part of Mr. Pérez’s inquiry before his resignation, they say. Now, 7,648 cracks have developed in the dam’s machinery, according to the government, because of substandard steel and inadequate welding by Sinohydro. Sand and silt are also big concerns because they can damage vital equipment. On a recent visit, an engineer looked on nervously as readouts showed sand flowing into the dam. But workers say they’re sometimes confused because of shoddy translations. One sign in Chinese reads correctly: “Direct-Current (DC) Pumping Group.”

Ecuador’s power company CELEC has found new problems at its Coca Codo Sinclair hydroelectric plant that threaten water flow and electricity generation, the company’s chief executive said, the latest issue at the facility built by China’s Sinohydro Corp. The findings come after CELEC in May requested arbitration through the International Chamber of Commerce to settle a dispute over cracks in the 1,500-megawatt plant’s machinery that have prevented it from operating at full capacity since it was completed in 2016, after $2.2 billion in construction costs. During a shutdown of four of Coca Coda Sinclair’s eight turbines for planned maintenance, state-owned CELEC discovered missing bolts on some of its valves, CEO Gonzalo Uquillas said, adding that the problem could prevent valves from opening and closing to adequately regulate the flow of water. “Of the 96 bolts that secure the seals on these valves, some bolts are missing,” Uquillas said in an interview on July 16. “I don’t want to believe they weren’t installed, but they are missing.”

A Chinese diplomat in Northern Ireland uploaded a video to social media on Monday morning that inaccurately claimed a partially Korean-engineered bridge in Turkey withstood the recent devastating earthquake thanks to Chinese technology.

The now-deleted video, uploaded to the Twitter account of Consul General Zhang Meifang in Belfast, displayed aerial footage of the 1915 Canakkale Bridge as it was under construction, describing it in an overlying caption in Chinese as “the world’s largest suspension bridge” and claiming “a subsidiary of Shudao Group is the sole participant in the construction.”

The bridge, which was built by a consortium of Turkish and South Korean companies, will also strengthen the bonds between Turkey and South Korea, Kim said.

The “1915 Canakkale Bridge” cost $2.7 billion to build, but Turkey will save $458 million per year from a reduction of fuel consumption and carbon emissions, Erdogan said. He said the bridge’s toll will be 200 Turkish lira, about $13.50.

    Why China Didn’t Invent ChatGPT

The state’s hardening censorship and heavier hand have held back its tech industry; so has entrepreneurs’ reluctance to invest for the long term. It wasn’t always that way.

    https://www.nytimes.com/2023/02/17/business/china-chatgpt-microsoft-openai.html

Today, much has changed. Microsoft — an icon of American technology — helped the start-up OpenAI usher its experimental chatbot, ChatGPT, into the world. And China’s tech entrepreneurs are shocked and demoralized. It has dawned on many of them that despite the hype, China lags far behind in artificial intelligence and tech innovation.

“Why wasn’t ChatGPT invented in China?” they asked. “How big is the ChatGPT gap between China and the U.S.?” “The Chinese equivalent of ChatGPT? Don’t take it too seriously.”

They’re also asking more fundamental questions about the country’s innovation environment: Have censorshipgeopolitical tensions and the government’s growing control of the private sector made China less friendly to innovation?

“The development of any significant technological product is inseparable from the system and environment in which it operates,” said Xu Chenggang, a senior research scholar at the Stanford Center on China’s Economy and Institutions. He cited TikTok’s Chinese-language sister app Douyin as the sort of innovation that Chinese companies might be unable to achieve in the future because of government limitations on the industry.

“Once the open environment is gone, it will be challenging to create such products,” he said.

If a decade ago China was the wild, wild East for tech entrepreneurship and innovation, it’s a very different country now.

In the last two weeks, U.S. military fighter jets shot down at least four aerial objects, including a Chinese spy balloon that flew across country from Alaska to South Carolina over an eight-day stretch.

President Biden addressed the situation for the first time on Thursday, more than two weeks after the initial Chinese spy flight that traveled across the continental United States for several days. Biden said the additional objects were “most likely balloons tied to private companies, recreation or research institutions studying weather or conducting other scientific research,” and not Chinese spy aircraft.

But the Biden administration is still assessing the three unknown objects, and White House National Security Council Director of Strategic Communications John Kirby said Friday they might never know what the objects were.

Elderly in China protest over slashed health benefits

Crowds of retirees in China have again taken to the streets to protest against cuts to their medical benefits.

They gathered on Wednesday for a second time in Wuhan, where Covid was first detected, and also in the north-eastern city of Dalian.

The second round of protests in seven days puts pressure on President Xi Jinping’s administration just weeks before the annual National People’s Congress, which will usher in a new leadership team.

Protests first took place in Wuhan on 8 February after provincial authorities said they were cutting the level of medical expenses which retirees can claim back from the government.

Social media footage shows the protesters to be largely elderly retirees, who say this comes at a time of soaring healthcare costs.

Although such health insurance matters are handled at a provincial level, protests have spread to different parts of the country in what appears to be a renewed belief in the power of demonstrating in China.

China maintains the vessel, which was shot down by the US over the Atlantic Ocean on Saturday, was a weather balloon thrown off course. And it has shown signs of both being caught off guard by the incident and wanting to stem the potential damage, analysts say, not only framing the situation as the result of factors beyond its control, but also offering a rare expression of “regret” over it in a statement Friday.

While some crucial facts of the situation remain unclear, Beijing’s official response – and the timing of the incident, which resulted in the US’ postponement of the Blinken visit – suggest its leadership is now grappling with how to handle a diplomatic crisis that has inflamed the very tensions it had been hoping to mend.

hinese leader Xi Jinping’s recent speech to the Communist Party Congress could be one of the most consequential of the decade. He told the audience – and the world – that his economic growth-crushing zero-COVID policy is here to stay, and that Beijing is more determined than ever to reunify with Taiwan, peacefully if possible and by force if necessary.

We are living in a moment of deep geopolitical rifts and extraordinary economic uncertainty, epitomised by Xi’s pronouncements. The world is clearly not reverting to some pre-COVID status quo. Instead, a combination of underlying forces has upended the previous world order and ushered in a period of profound disorder.

No one outside of the Chinese Communist Party knows for sure exactly how many Chinese have caught COVID in recent weeks. The paranoid, authoritarian CCP stopped sharing good data shortly after lifting restrictions. But testing of air travelers from China is fragmentary evidence of a major crisis.

The same testing, along with hundreds of viral samples that Chinese epidemiologists have uploaded to a global COVID database, tells us which forms of the virus are dominant in China. While most of the world is on the down-slope of a medium-sized winter wave caused by XBB, a “recombinant” blend of several Omicron subvariants, China’s just now catching BA.5.2, a subvariant that was dominant everywhere else around six months ago.

And those millions—or even tens of millions—of Chinese BA.5.2 infections have spawned a trio of BA.5.2 spinoffs. Viral samples from several Chinese cities, uploaded last week, were the first evidence of BA.5.2.48, BA.5.2.49 and BA.5.2.50. That’s right: China is now evolving its own forms of COVID.

It’s a problem for China, of course, which has weeks or months of suffering ahead of it as authorities scramble to organize fresh rounds of vaccinations. The jabs are triage—a desperate effort to prevent overfull hospitals from collapsing as the Chinese population slowly, painfully builds up its natural immunity.

上周上传的几个中国城市的病毒样本是BA.5.2.48、BA.5.2.49和BA.5.2.50的第一个证据。

After three years of lockdowns, the country was ill prepared for its abrupt ‘freedom’. Now, with some estimating 1m deaths, public anger is growing

Xi’s extraordinary backflip left analysts alarmed and confused. China was not the only country to choose a zero-Covid strategy, and certainly not the only one to “let it rip” once it dropped it. But it was the last, and global health experts say there were plenty of lessons it could have heeded – primarily, making sure vaccinations and health resources were high before the tsunami of cases hit.

“All governments had to decide to open up at some stage or risk the consequences of lockdowns far outweighing the problems of Covid,” says Professor Emma McBryde, an epidemiologist at James Cook University, Townsville, Queensland, Australia.

“Most models suggest that it would be better for the health system to open up slowly. Although there would be little change in how many people get infected, it could mean some lives are saved if the health system can function well.”

But Xi threw the gates open. Right up until the day of repeal, local governments were still developing and enforcing zero-Covid measures and infrastructure. The city of Chongqing was building a 21,000-bed quarantine centre.

Experts on health and Chinese politics have told the Observer they believe the local authorities were hamstrung. Any preparations for ending zero-Covid would be seen as a vote of no confidence in both the policy and Xi – an act of political suicide.

Japan and the Netherlands are poised to join the United States in limiting China’s access to advanced semiconductor machinery, forging a powerful alliance that will undercut Beijing’s ambitions to build its own domestic chip capabilities, according to people familiar with the negotiations.
