    There has been great concern that this year’s Spring Festival mass migration could quickly spread the coronavirus into more remote areas, to deadly effect.

    Hacking deal a ‘joke’

    There have been attempts to rein in hacking specifically.

    In 2015 the US and China struck a deal in which both sides pledged not to carry out “cyber-enabled theft of intellectual property, including trade secrets or other confidential business information for commercial advantage”.

    By the following year, the US National Security Agency had accused the Chinese of violating the agreement, although it did acknowledge that the quantity of attempts to hack government and corporate data had dropped “dramatically”.

    But observers say the deal’s overall impact has been minimal. Mr Wang said it was a “joke” due to a lack of enforcement. Chinese cyber-espionage in the US has been “pervasive” and extends to academic labs. “It has been going on in every aspect of Western businesses,” he told the BBC.

    However Lim Tai Wei from the National University of Singapore noted that there were no “definitive uncontested studies” on the extent of the phenomenon.

    “Some believe that there was a short dip in Chinese cyber espionage against the US, but resumed its former level thereafter. Others believe it failed due to the overall breakdown in US-China relations,” he said.

    Meanwhile the US is now directly trying to block China’s progress in the key semiconductor industry – vital for everything from smartphones to weapons of war – saying China’s use of the technology poses a national security threat.

    In October, Washington announced some of the broadest export controls yet, requiring licences for companies exporting chips to China using US tools or software, no matter where they are made in the world. Washington’s measures also prevent US citizens and green card holders from working for certain Chinese chip companies. Green card holders are US permanent residents who have the right to work in the country.

    The World Health Organization has accused China of “under-representing” the severity of its Covid outbreak and criticized its “narrow” definition of what constitutes a Covid death, as top global health officials urge Beijing to share more data about the explosive spread.

    “We continue to ask China for more rapid, regular, reliable data on hospitalizations and deaths, as well as more comprehensive, real-time viral sequencing,” WHO director-general Tedros Adhanom Ghebreyesus said at a media briefing in Geneva Wednesday.

    “WHO is concerned about the risk to life in China and has reiterated the importance of vaccination, including booster doses, to protect against hospitalization, severe disease, and death,” he said.

    Speaking in more detail, WHO executive director for health emergencies Mike Ryan said the numbers released by China “under-represent the true impact of the disease” in terms of hospital and ICU admissions, as well as deaths.

    My experiences prompted me to read Chinese Espionage: Operations and Tactics by the pioneering Nicholas Eftimiades. The author does yeoman’s work and offers the free world an important service by painstakingly combing through publicly available information on how the PRC operates its vast foreign intelligence apparatus. He creates a monograph that every U.S. business professional and member of Congress should read – as should any person concerned about free markets and fair competition. I read it in one evening. It is only 56 pages, but that is more than enough. Eftimiades is trying to sound an alarm, not win a Man Booker Prize.

    Analyzing 595 cases over a 10-year period, and using disparate data including U.S. Department of Justice filings, asset control briefs, import/export applications, and foreign government information, Eftimiades presents a compelling narrative of just how pervasive PRC intelligence is, what are its global goals, and how it has already co-opted private industry to advance its agenda.

The Xinjiang Police Files, a huge cache of data hacked from police computer servers in the region, also include thousands of police photographs of Uyghurs in detention camps. The documents provide some of the strongest evidence to date for a policy targeting almost any expression of Uyghur identity, culture or Islamic faith. These “re-education camps”, built across the region since 2017, are what the Chinese government claim are nothing more than “schools”.

    Echoes of Cultural Revolution

    Border towns face tremendous pressure to keep coronavirus out under China’s stringent zero-Covid policy, with local officials periodically fired or punished for failing to contain any flare-ups that evade the tough measures.

    Jingxi, a city of about 670,000 people, shares a 152-kilometer (94-mile) border with Vietnam. In neighboring Yunnan province, the city of Ruili was repeatedly locked down for months earlier this year due to imported Covid cases, sparking an outcry from local residents.

    Since Tuesday, videos of the public shaming in Jingxi have gained wide attention on Chinese social media, drawing widespread criticism.

    To many, the parade and placards hark back to the dark period of the Cultural Revolution. Five decades ago, public shaming exercises were a hallmark of the persecutions unleashed by Mao Zedong’s fervent Red Guards, becoming a symbol of the lawlessness and chaos of that decade of social turmoil.

    In 1988, the Chinese government banned shaming parades for all suspected and convicted criminals, including those sentenced to death. But similar incidents have occurred repeatedly over the years, prompting criticism from state media – and more notices reiterating the ban from the government.

    A senior Chinese official made a threat to historians aiming to study the country’s early COVID-19 response, advising them not to take “the wrong side,” the Financial Times reported

    According to the paper, the comments came at a closed-door event at which education official Wang Binglin went through topics that were likely to be marked classified and banned from study.

    More than 100 government figures and scholars were there, the FT said. 

    Wang firstly warned historians against “playing up” the country’s historical Land Reform Movement, during which millions of landlords were killed and property redistributed under Mao Zedong’s rule, the FT reported.
